DV/FP HOA Board Update

President's Report – June/July 2020  

For the past 5 months the major activities and focus of the HOA Board has been on communicating about and preparing for the start of the major Wall and View Fence Paint Project. The website (www.desertviewsfourpeaks.com) postings along with the direct mail and email to all Homeowners have provided an overview of this project scheduled to commence on September 8. The initial partial payment (32% per contract) to Evolution Construction Services will be made the week of August 10.  This report will provide the latest update and information on what to expect and what remains to be done by the Homeowners. 

  1. A complete ‘walk’ of all 178 lots was conducted on July 24-28 to gauge the progress by all Homeowners on the needed preparation in making the exterior walls and view fences clear of vegetation for painting. A BIG thank you and recognition to the many Homeowners who have already made the needed preparation…..well-done!
    Several Homeowners have remaining work to be done, some have major landscape trimming needed but most only have minor trimmings and tie backs required.  Everyone is respectively requested to take the needed steps to make the project a success.

  2. Members of the Board have already met with at least 6 - 8 Homeowners to define agreeable solutions on varying situations related to the paint project.  Suffice to say the Board is working diligently to please all Homeowners toward the goal of improving the appearance of the DV/FP community while taking the needed steps required protecting and maintaining the community assets and thereby increasing the value of DV/FP for everyone.

  3. The updated schedule is provided below (and the schedule will be updated weekly once the project starts):
    1. August 27 – Homeowners to have all vegetation removed from the outside walls and metal view fence. Vegetation at metal view fences should not protrude through or extend over the metal view fence. This preparation is needed to complete all repairs and needed prep work. All attachments removed such as decorative lights, gas light burners in fence posts, electrical wires, irrigation drip lines, ornamental and art pieces, bird feeders, solar and spot lights, etc.
      Special note: Homeowners will be contacted directly to devise an acceptable plan where there are severely entwined vines and vegetation that has grown for years in the view fence.

    2. September 8 – Contractor to commence repairs, power washing, masonry prep, metal spindle replacement and metal fence priming in Four Peaks II, Lots 1-50 (Cottontail Lane and lots south, see lot map on website), followed by the Desert Views, (Lots 101-190 between Christmas Cholla and Jomax, see lot map on website) and finally Four Peaks I (Lots 201-238 between N 114 Place & N 113th Street, see lot map on website). This process will take 3-4 weeks to cover all 178 Lots. This work will all be done from the outside of the wall/metal view fence.

    3. Homeowners in Four Peaks II
      1. September 28Homeowners in Four Peaks II (Lots 1 – 50, see the lot map on the website) to have all vegetation trimmed or tied back 8-12 inches and attachments (decorative lights, gas light burners in fence posts, electrical wires, irrigation drip lines, ornamental and art pieces, bird feeders, solar and spot lights, etc.) removed from the metal view fence to allow painting on all 4 sides. Homeowners will be given 48hr notices so that final prep and ‘critter fences’ can be detached in the ‘last hour’ and then re-attached (inside preferred)  24-hr after painting. (Please note the timing change and improvement re ‘critter fences’ for Homeowners verses the June 1 posting).
      2. October 1 – Painting to commence (projected).

    4. Homeowners in Desert Views
      1. October 16Homeowners in Desert Views (Lots 101 – 190, see the lot map on the website) to have all vegetation trimmed or tied back 8-12 inches and attachments (decorative lights, gas light burners in fence posts, electrical wires, irrigation drip lines, ornamental and art pieces, bird feeders, solar and spot lights, etc.)removed from the inside of the metal view fence to allow painting on all 4 sides. Homeowners will be given 48hr notices so that final prep and ‘critter fences’ can be detached in the ‘last hour’ and then re-attached (inside preferred)   24-hr after painting. (Please note the timing change and improvement re ‘critter fences’ for Homeowners verses the June 1 posting). Painting is projected to commence around October 20.

    5. Homeowners In Four Peaks I
      1. November 12Homeowners in Four Peaks I (Lots 201 – 238, see the lot map on the website) to have all vegetation trimmed or tied back 8-12 inches and attachments (decorative lights, gas light burners in fence posts, electrical wires, irrigation drip lines, ornamental and art pieces, bird feeders, solar and spot lights, etc.) removed from the inside of the metal view fence to allow painting on all 4 sides. Homeowners will be given 48hr notices so that final prep and ‘critter fences’ can be detached in the ‘last hour’ and then re-attached (inside preferred) 24-hr after painting. (Please note the timing change and improvement re ‘critter fences’ for Homeowners verses the June 1 posting). Painting is expected to commence around November 16.

  4. Added notes about ‘critter fences’:
    1. Critter fences can be reattached to the view fence 24 hr. after painting (on the inside preferred)
    2. Critter fence should be only galvanized or coated wire to prevent rust
    3. The attachment should be with stainless steel wire (preferred) or plastic zip-ties
    4. ‘Chicken wire’ type fencing should be avoided as this wire as we have seen promotes rust

  5. Once the Project starts weekly updates will be issued by email and mailbox postings. In addition, door tag notices will be placed on the front door to give Homeowners a 48 hr. alert.

  6. A painting of the view fence is recommended every 5-7 years. Therefore going forward Homeowners are encouraged to landscape any vegetation in a manner to allow easy access to the view fence for painting on all 4 sides. Any new plantings on the Homeowner side should not be allowed to grow entwined on or through the view fence. Several Homeowners are using trellis supports set back a few inches from the view fence for growing decorative plant displays and for privacy. This is a good option.

  7. It will be essential that Homeowners frequently review email, mailbox postings and website notices starting September 14 to stay current on the timings and progress.  Please click on the website ‘CONTACT US’ box to send any questions and comments (desertviewsfourpeaks.com).

  8. Homeowners will also notice a Porta Pot located at the corner of Jomax & N116th Street for the worker’s convenience. A storage unit (10’ X 10’) for supplies will be located on N113th Street south of the mailbox.
